Chairperson - Ms Joanne Boyd Joanne was formerly the chairman of Kingston LOC which covered the area of the previous Kingston Health Authority. The LOC had dispersed in 1999 due to lack of interest. However, with configuration of PCTs the role of the community optometrist was at last being recognized and she was approached by the PCTs to reform a Local Optical Committee. This took place in 2003. Joanne has been in practice for 20 years as an independent contractor and for the last 10 years as sole practitioner in Kingston
